There seemed no respite to the disposal of waste by burning in the jurisdiction of the Margao Municipal Council, more so at the city’s black spots – which may make the Civic body liable to pay a fine under the ‘polluter pays’ principle.   

 If Margao Municipal workers are found setting fire to garden waste in the mornings and afternoons, there is burning of waste seen at the black spots along the railway tracks at Khareband-Pedda for want of timely collection of waste by the Civic body.   

 This despite the fact that burning of waste is barred by the National Green Tribunal and local bodies are liable to pay a fine under the ‘polluter pays’ principle.   

 Sources in the know informed that while the Margao Civic body is still struggling to cope with the work of managing the black spots and segregating the waste, burning of waste by the people or miscreants is literally the order of the day at many of these areas.   

 Take the case of Pedda-Khareband area – in the absence of timely action by the Civic body to clear the waste accumulated along the railway tracks, locals resort to disposing of the waste by burning.
