Opposition failed to follow rules of the House: Speaker

MAPUSA: Expressing anguish over failure to transact business in the House, Speaker Pramod Sawant on Friday said that a motion moved on previous day was not valid the next day and chastised the Opposition MLAs for disrupting the House.  

“The adjournment motion moved on a particular day is valid only for that day. It has nothing to do on the second day. If they (Congress) wanted it today, they should have moved the motion again today,” Sawant said while addressing the media in his cabin after adjourning the House on Friday morning.  

Decrying the Opposition attempts to disturb the House on the second day of the Assembly session, he said valuable time of the members was being wasted without valid reason.  

He said when he assured to allow discussion on the fish issue during the Calling Attention motion on Thursday, there was no need to bring the adjournment motion. “Yesterday, I had announced in the House that I am not admitting the adjournment motion. I had clearly said I will take up calling attention motion,” Sawant said.  

He said calling attention would allow discussion in the House and the Chief Minister would have also replied to the motion.   

“I had also told them that I will give sufficient time to the members during the Calling Attention motion,” he said.  He further disclosed that on the first day of the session (on Thursday) the Opposition moved an adjournment motion without asking for suspension of the Question Hour.  

“When they moved the adjournment motion, they had to also request for suspension of the Question Hour, which they did not. It has to be specifically mentioned. They had not followed the rule properly,” the Speaker said.   

He said the Opposition has called for increase in the number of business days, but the same MLAs were disrupting proceedings of the House.
