talk.
“This shocking rape case should not be seen in isolation. Our tourism policy is flawed and aimed at promoting casinos, black money, drugs, sex trade. All this has made Goa the sex capital and Panjim the sin city”, Capt Viriato Fernandes said.

Parrikar hails The Goan for its factual report on fiscal scene

Chief Minister Manohar Parrikar on Sunday complimented ‘The Goan’ for its report ‘Tech-ing decisions by phone, email, CM clears all bills, files, arrears’, saying the report was factual and cleared all misconceptions that there was a breakdown in administration and files, payments, schemes and proposals of various departments had been stalled due to his absence.
Personally taking cognisance of the report from the US where he is undergoing treatment, Parrikar in an email to ‘The Goan’, said “Thank you for the extremely factual report”.
It may be recalled that The Goan had published a report on May 26 about the financial situation in the State and that all files and bills had been cleared and funds provided to all major departments for development works.
Opposition had been going hammer and thongs about a breakdown in administration since Parrikar took ill and proceeded abroad for treatment in February claiming his absence has stalled files, payments, schemes and proposals of various departments.
Sources in the finance department had claimed that despite chief minister’s absence for over three months, all files and arrears have been cleared and there were no pending schemes or proposals before the chief minister.
“Despite allegations by some parties, the finance department has succeeded in planning the state’s financial situation on instructions of Parrikar although he is not in the State. All pending issues have been sorted out by the finance department accordingly and there is no outstanding bill with any dept, despite the mining crisis and GST implications,” the official said.
According to the official, the finance department sends a report to Parrikar every day, enabling him to provide directives regarding financial management by email.
“Everyday evening, a report is sent to the chief minister via email. After reading this report, he gives directives to the finance and accounts department and accordingly, financial planning is done,” explained the official.
Such has been the interaction, that all pending cases have been settled and the govt had only availed a loan of Rs 300 crore since April and repayment of loans has been regular, the official said.
