While Vasco city has been frequently hit by traffic congestion, people have found it unusual that RTO officials have not been seen pulling up errant motorists or conducting surprise checks in city limits.
The absence of RTO officials to monitor the roads in Vasco has been attributed to one major problem: the RTO authority in Vasco is without a vehicle since the last 5 months.
According to sources in the department, the lone jeep is lying at KTC bus stand unattended after an accident at Sada in June.
"Correspondence by Vasco RTO officials to their higher-ups have failed to make arrangements to provide Vasco RTO with a spare jeep to be used as an official vehicle," said the source.
Staff shortage is yet another issue plaguing the RTO and what makes matter worse is random weakening of link networks and breakdown of computers.
A visit to the RTO is a tedious exercise for people as the premises housing the RTO is overcrowded and there is practically no space. A new premises has been identified at Baina for the RTO, but shifting is delayed as the work is going on in the new premises.
Half of the office is loaded with files and the work moves at a snail's pace.
"I have come here and waiting for so long. The queue is never ending and the work is so slow. The premise is like a nest and people standing here in the office seem to be frustrated. Some people who left while I was entering told me the network server is down and the computers are not working," said a resident on anonymity.
Another resident said: "Now, I have come to collect my registration smart card, but registration of my new vehicle was a nightmare as there was no network connection and they claimed issue with the link when I came to register my new vehicle."
