Public cycle! Empty assurances

Some time back, an assurance was given by the Chief Minister that Goa would be made plastic-free, beggar-free and cash-free (digitisation) by December 2017. Considering the ground realities, I am perplexed as to whether he meant "free from" or "free for". Unless the Government implements rules and follow it up vigorously, coalesced with a strong will of the people, it will be a very futile effort. Subsequently ‘Swatch Bharat' will be referred to as ‘Such Bharat?' Hope this promise was not another ‘Jumla'.
Now pedal your way by mid-2018 call has started. Are there cycling lanes in Goa? Won't cycling helmet, reflector vests etc be mandatory? Before introducing new plans let's hope that the infrastructures are put well in place. As it is, there are numerous hit and run cases of pedestrians in Goa. Finally I sincerely hope that we would be peddling cycles and nothing more.
