24x7 water supply feasible?

Successive governments in Goa have promised 24x7 water supply to the entire state in their manifestos. But, how feasible is such a proposal? It is essential now that the monsoons are about to end, that an inventory of the volume of total potable water in Goa is conducted so that we are actually in the know of what is the total stock of potable water that can be channelized into our distribution grid for supply to residents.
Considering that making 24x7 water supplies will augment the use of water being distributed, it is thus essential to be able to predict the excess amount of water that is going to be used. It is without a shade of doubt that large 5-star and 7-star hotels, which have expansive lawns require more water to keep the lawns green throughout the year as also the various industrial installations that guzzle water disproportionate to available resources. This consumption can be acceptable in the rainy season.
However, we have noted that this year, except for the wet spell of the last few days, we have had deficient rainfall, to the extent of about 15-20 inches.
A suggestion that rationed water supply be implemented is probably close to reality. Instead of the now two sessions of 2 hours each of water supply to the residents of Goa, it might be augmented to 3 hours a day so that conservation of our water resources is maintained and so that increase in the present levels is not exploited for commercial purposes.
One form of augmentation of water quantum may be large-scale rain-water harvesting which will greatly increase our ability to harness rain water in a manner that will be enough for consumption, so that we will not be faced with the prospect of water shortage all the year round.
A judicious water distribution mechanism is in the interests of all consumers of potable water in Goa.
