court stays reservation in Nuvem, Bastora p’yat wards

In yet another setback to the government, the Bombay High Court at Goa has stayed the reservation notification of wards 10 and 1 in Nuvem and Bastora panchayats respectively.

 The court issued a fresh order staying  the reservation of Ward 10 in Nuvem village on grounds that there was  only a 0.32 per cent population of Other Backward Class (OBC) voters within that  ward in the village.  The order issued based on a petition filed by one Domingo Fernandes.
Similarly, the HC also stayed the Scheduled Caste (SC) reservation of Ward 1 in Bastora  VP, thus allowing the petitioner to contest the election from the ward in general  category. 
The petitioner, Dnyneswar Damodar Morajkar, a BJP karyakarta told The Goan that he had filed his nomination through registered post on the last day of the nomination.
Four SC candidates had also filed their nominations from the ward.
In the High Court, Morajkar argued that there was no SC voter in Ward 1 in 2011 and there was no SC reservation in the 2012 panchayat election, and yet in 2017 Ward 1 in Bastora was declared as reserved for SC.
